A Cooperativa dos Empregados da Viação Férrea do Rio Grande do Sul remeteu ao Conselho Nacional do Trabalho inquérito administrativo em que apurou faltas graves atribuídas ao Caixa Armando Maffioletti, acusado de abuso e omissões enquanto exercia suas funções. Tendo sido conduzido o inquérito administrativo e após este ter sido levado à consideração do CNT, o Conselho decidiu, por maioria de votos, não tomar conhecimento do inquérito, pelo motivo de que os empregados da Cooperativa, o que incluía Armando, não possuíam direito à estabilidade no emprego.
